• ABOUT THE DISTRICT

The Greater Northside Management District was created by House Bill 3634, authored by State Representative Jessica Farrar and sponsored in the Senate by Senator Mario Gallegos in the 77th Texas Legislature session. This bill was codified as Chapter 3812 Texas Special Districts Local Laws Code. The District began providing services in August of 2006.

The management district was formed to promote economic development, improve the quality of life for commercial property owners and create opportunities for new development.

Services are funded by an assessment on commercial property owners within district boundaries. Assessments are based on the2005 certified value of real property. The assessments are collected by Utility Tax Service, LLC. Annual collections hover around $600,000. Currently the District provides a security patrol and graffiti abatement program. All programs and services are approved and monitored by a District Board of Directors comprised of commercial property and business owners and residents.

The District's Mission is to establish and implement projects and programs with widespread benefits that are beyond the ability of individual property owners to provide. The following Mission Statement has been adopted by the Board to guide efforts as we develop, implement and refine specific projects.

The District's Mission is to establish and implement projects and programs that will enhance the revitalization and economic growth of the District.

In order to increase economic activity for the business property owners, the District will work to establish and implement projects and programs to:

A Produce neighborhood-friendly development

B Promote health & safety for District property owners, tenants, residents & visitors

C Advance the quality of life for District property owners, tenants, residents and visitors

D Build effective relationships to aid in the accomplishment of this Service Plan

E Create, organize & administer the District

• BOARD OF DIRECTORS

The Board of Directors for the Greater Northside Management District was originally appointed by statue. The current Board and all following members are nominated by the Board and appointed by the City of Houston. According to Section 3812.052 – The mayor and members of the governing body of the City of Houston shall appoint Directors from person recommended by the Board who meet the qualifications prescribed by Subchapter D, Chapter 375, and Local Government Code.

Frumencio Reyes Jr.

Mr. Reyes has been a practicing attorney in Houston since 1973. He is the founder of Reyes & Reyes-Castillo P.C. and is a respected attorney and civil rights advocate in Houston for over 30 years. He and lovely wife Janie Reyes are residents in the Woodland Heights area and both very active in the community.

Jeanette Rash

Mrs. Rash and her husband Charles Rash are founders and operators of family owned Zone-One Auto Storage/Fast Tow. Mrs. Rash is very active in the Towing Industry and has the honor of being the first women inducted into the Texas towing hall of fame.

Gerald Brady

Mr. Brady is President and founder of Liberty Cab Co, Inc. Mr. Brady has been in the Houston cab business since 1971, and is actively involved in making sure Houston has the best cabs in the Country.

Ed Reyes

Mr. Reyes has been a resident of Lindale Park for over 46 years, volunteering in the community since the 1970’s as Block Captain of Fairbanks Street between Fulton/Helmers. Mr. Reyes currently serves as Chair of TIRZ#21 and Treasurer for the I-45 Coalition. Mr. Reyes has over the years been instrumental is supporting our community to make it a better place for everyone.

Debora McIngvale

Mrs. McIngvale is co-owner and operator with her husband George McIngvale Jr. of Tex Star Motors. They have operated Tex Star Motors within the boundaries of the Greater Northside Management District since 1995. Mrs. McIngvale is a strong advocate for the safety and beautification of our Management District.

Jennifer Fredette

Ms. Fredette is Marketing Director for Fidelis Realty Partners, the owners of Northline Mall, and serves on the board as their agent. Ms. Fredette oversees the leasing and marketing for redevelopment of Northline Mall into an 800,000 sf. open-air regional center. Ms. Fredette holds her Texas Real Estate License and is currently studying for her Texas Real Estate Broker’s License.

April Cohen

Ms. Cohen is owner and resident in the District for over 20 years. Ms. Cohen founded her first business Stitch in Time in 1979. In 1998, Ms. Cohen created with her business partner The Backyard Gardener Nursery & Landscaping Company.

Duy Bui

Dr. Duy Bui, D.C. has been a life-long resident of our community. He was raised in the Lindale area and returned to become founder and owner of Lindale Healthcare Clinic, working to better the health care in our community. Dr. Bui also is founder and president of LHC Management, which manages not only several clinics in our area but also a number of rental properties in the Greater Northside Management District.
